This isn't just a technical problem, or a social/behavioral problem, it's both!
I have a few ideas on how to address this in Pixelfed:
- max 30 hashtags but only first 5 are federated
- add new report category for hashtag spam/misuse
- add ability to plaintext tags for specific accts
- easier hashtag filters (across feeds + explore) -

- easier hashtag filters (across feeds + explore)IMO, don't implement the first one for everyone, as the others are sufficient.
I mean, you could implement it for bot accounts (meaning the ones who declare themselves as such).
When an account is reported and is found in violation, then you could limit their hashtag use to 5 (if possible) or use the first method.

- easier hashtag filters (across feeds + explore)@dansup not a big fan of massive hashtags as well but struggle with translation. I normally add translated hashtags in addition to the English ones.

- easier hashtag filters (across feeds + explore)I suppose limiting the number of hashtags we can follow might not help smaller instances. Perhaps it could be a parameter defined by the instance admin depending on the size of the instance and the amount of spam and bots it gets?
(btw the current limit is 25. If you reach this limit and try to follow more, the "Follow" button gets stuck in a loading loop, and nothing happens. Users aren't aware of this limit. Maybe disable the button and show a message indicating the limit?)
